Yes, this is part of the scope of practice as far as I understand it. The scope states that EMT, AEMT, and Paramedic all have EtCO2 in their practice. How this is monitored is not specified. However, it is important to note that I am not the State Board of EMS so an official ruling would come from them. Given that, in the System that I work in we are moving forward with this as part of the AEMT and EMT scope of practice. Hope this helps.
