This document is an overview of the changes recommended by the Scope of Practice Committee in 2008.  It shows the changes to practice for each level of provider: Emergency Medical Responder, EMT, and Advanced EMT.

The following documents represent some of the foundation on which the new scope rests.

1996 EMS Agenda for the Future
From the Vision for the Agenda for the Future:

Emergency Medical Services (EMS) of the future will be community-based health management that is fully integrated with the overall health care system. It will have the ability to identify and modify illness and injury risks, provide acute illness and injury care and follow-up, and contribute to treatment of chronic conditions and community health monitoring. This new entity will be developed from redistribution of existing health care resources and will be integrated with other health care providers and public health and public safety agencies. It will improve community health and result in a more appropriate use of acute health care resources. EMS will remain the public’s emergency medical safety net.

2000 EMS Education Agenda for the Future
From the Vision for the Education Agenda for the Future:

EMS education in the year 2010 develops competence in the areas necessary for EMS providers to serve the health care needs of the population. Educational outcomes for EMS providers are congruent with the expectations of the health and public safety services that provide them. EMS education emphasizes the integration of EMS within the overall health care system. In addition to acute emergency care, all EMS educational programs teach illness and injury prevention, risk modification, the treatment of chronic conditions, as well as community and public health.

2004 EMS Core Content
From the Introduction to EMS Core Content:

The National EMS Core Content uses the Model of Clinical Practice of Emergency Medicine as the template. This will further align the out-of-hospital community with the medical community. With out-of-hospital providers using the same terminology and definitions as other allied health care partners, this may lead to enhanced patient care and facilitate EMS’s professional acceptance.

2007 National EMS Scope of Practice
From the Executive Summary:

The National EMS Scope of Practice Modelsupports a system of EMS personnel licensure that is common in other allied health professions and is a guide for States in developing their Scope of Practice legislation, rules, and regulation. States following the National EMS Scope of Practice Model as closely as possible will increase the consistency of the nomenclature and competencies of EMS personnel nationwide, facilitate reciprocity, improve professional mobility and enhance the name recognition and public understanding of EMS.

2009 National EMS Education Standards
From the Executive Summary:

The National EMS Education Standards outline the minimal terminal objectives for entry-level EMS personnel to achieve within the parameters outlined in the National EMS Scope of Practice Model. Although educational programs must adhere to the Standards, its format will allow diverse implementation methods to meet local needs and evolving educational practices. The less prescriptive format of the Standards will also allow for ongoing revision of content consistent with scientific evidence and community standards of care.
